Dear Sir ,
I am writing in regard to people who keep large dogs in flats.I strongs believe that this is a form of cruelty to animals.
My neighbours keep a collie .They leave for work at 8 a.m.and seldom return before midnight .While they are out ,the dogs is shut up in a bedroom so that it will not damage anything in the flat .It gets no exercise at all .In the summer ,their air conditioner is never turned on .
Last mouth ,my neighbours went away for three days .during this time,no one visited the dog or brought it food or water .After there days of being all alone ,this dog was extrmely hungry and thirty.I know this because it barked more weakly each day.
Last week ,Icalled the Animal Shelter and they have proised to check up on the owners .However ,I feel that the Government should ban people form keeping large pets in tiny flats.Animals deserve better treatment than this .

上周,我给动物收容所打了个电话,他们答应要来跟狗的主人谈一谈.可是,我觉得政府应该禁止人们把大型的宠物锁在空间狭小的房子里.人们对动物应该再好一点.
