关于英语时态的两个问题!

答案是were expected为什么?老师说要有时间差,如果有时间差的话不应该是had吗?因为在你失败之前被期望

答案是hasn't been decided
为什么可以从将来时直接跳到现在完成时,感觉好奇怪啊
老师说yet就用现在完成时,可是yet不也可以用于其他时态吗
