知封建之所以变而为郡县,则知郡县之敝而将复变.然则将复变为封建乎?曰,不能.有圣人起,寓封建之意于郡县之中,而天下治矣.
盖自汉以下之人,莫不谓秦以孤立而亡.不知秦之亡,不封建亡,封建亦亡.而封建之废,固自周衰之日而不自于秦也.封建之废,非一日之故也,虽圣人起,亦将变而为郡县.方今郡县之敝已极,而无圣人出焉,尚一一仍其故事,此民生之所以日贫,中国之所以日弱而益趋于乱也.
何则?封建之失,其专在下,郡县之失,其专在上.古之圣人,以公心待天下之人,胙之土而分之国,今之君人者,尽四海之内为我郡县犹不足也,人人而疑之,事事而制之.科条文簿日多于一日,而又设之监司,设之督抚,以为如此,守令不得以残害其民矣.不知有司之官,凛凛焉救过之不给,以得代为幸,而无肯为其民兴一日之利者,民乌得而不穷,国乌得而不弱?率此不变,虽千百年,而吾知其与乱同事,日甚一日者矣.
然则尊令长之秩,而予之以生财治人之权,罢监司之任,设世官之奖,行辟属之法,所谓寓封建之意于郡县之中,而二千年以来之敝可以复振.后之君茍欲厚民生,强国势,则必用吾言矣.
知封建之所以变而为郡县,则知郡县之敝而将复变.然则将复变为封建乎?曰,不能.有圣人起,寓封建之意于郡县之中,而天下治矣.
