Abstract
This paper explores the determinants of consumers’ attitudes toward filing exaggerated automobile insurance claims.Using individual responses to a national survey,and building on the
socioeconomic literature on attitude formation,the paper formulates and tests hypotheses regarding consumers’ approval or disapproval of claims exaggeration.The study finds support for the
hypotheses that the attitudes toward claims exaggeration of others’ in one’s state,one’s own attitudes toward dishonesty in other settings,and perceptions of insurance institutions are related to attitudes toward filing exaggerated claims.
By many accounts,consumers cheat insurance companies with nearly habitual regularity.Widely cited estimates place the direct costs of fraudulent property and liability insurance claims at nearly $20 billion per year (Mooney and Salvatore,1990).If even approximately accurate,this would amount to nearly 8% of the annual premium revenue of the industry,or 10% of annual losses incurred by the industry.Including indirect costs associated with fraud prevention and control would put the figure even higher,making claims fraud a problem of enormous magnitude.
