While the research points to the importance of parking pricing in reducing
commuter auto use,at issue is the best way to encourage implementation of
parking pricing through regulation and policy instruments.To date,parking
pricing at employment sites in the United States has been encouraged largely
through TDM Ordinances or,most recently,air quality regulations.These
policy instruments require employers to implement a menu of optional strategies
aimed at encouraging alternatives to solo driving,including ridesharing,
close-in parking for carpoolers,variable work hours,telecommuting,and
parking pricing.However,employers generally do not opt for parking pricing
among the menu of strategies under these regulations.In fact,one recent review
of the TDM regulation affecting the most employers in the nation,Regulation
XV in Los Angeles,indicates "less than four percent of the work sites introduced
parking pricing as a strategy to encourage ridesharing" (Wachs,Giuliano
1991).
This paper examines parking taxes as a way to implement pricing of
employee parking.Conceptually,a tax on the providers or users of parking
might result in more widespread commuter parking pricing than under current
TDM regulations.However,there are many issues of effectiveness and implementation
associated with parking taxes which must be addressed before any
comparisons can be made with other policy instruments aimed at encouraging
parking pricing.The purpose of this paper is to evaluate the pros and
cons of implementing parking pricing through taxes on parkers and providers
of parking.The tax options are evaluated in terms of effectiveness,operations,
legality and acceptability to help localities evaluate parking pricing
approaches.
