这里的that作什么成分?我觉得是in which啊 为什么可以用 that呢?

这里为什么用to follow啊?我觉得是follows么.

为什么不是Which is often the case.Which不能放开头么.

如果the way为先行词,而且定语从句中缺少状语的话,则关系词可以选用以下三种中的任意一个：in which,that 或 不用关系词.
而且在非正式用语中,关系代词that可以用了代替任意的关系副词where/why/when.

注意啊,这两个成分并不是两个并列句,否则中间的the rest前面要加上连词and的,所以不能使用做句子谓语的动词形式follows.
the rest to follow in a year是独立主格结构,该结构类似于非谓语动词,只是在非谓语动词（动名词/现在分词/过去分词/不定式）前面加上自己独立的主语,而不再用句子的主语做其逻辑主语罢了.
独立主格结构在句中也是做状语的.因为follow这个动作尚未发生,所以用不定式结构.
我建议楼主在网上/语法书上找寻一下独立主格结构的语法解释.
