苏州河,又称吴凇江,全长125千米,是上海黄浦江最大的支流.100年前,苏州河河水清澈,鱼虾成群.当时的租界当局为建造自来水厂选址,曾对苏州河、黄浦江、定山湖水质进行采样,并将样本送到英国分析,结果发现苏州河的水质最好.然而好景不长,第一次世界大战期间,苏州河两岸的工业和人口迅速发展和增长,大量生活污水和生产废水排入苏州河,到1920年,苏州河水开始出现黑臭.尽管每个水体都有与生俱来的自净能力,只要有足够的清水和流速,就能使水中的污染物质降解或稀释,然而苏州河却是一条清水少、流速小的河流,自净能力极茶,随着两岸工厂增多,居民聚居,大量工业废水和生活污水排向河中,以致河中的污水已远远超过清水,因此河水越来越脏,污染日趋严重.

到了1978年,苏州河干流全线受到污染,市区河段水体终年黑臭,鱼虾绝迹,水面垃圾漂浮,“臭”名远扬.美丽的母亲河承受着沉重的负担,默默地淌着黑色的泪水.治理苏州河,恢复它的清澈和美丽,成了当务之急,一场治污战斗由此打响了.1997年,苏州河环境综合整治工程启动,沿河的黄浦、静安、虹口、闸北4个区通过拆迁码头、整治环境,建设绿化样板段,改变了原来环境脏乱的面貌.如今的苏州河水质已明显好转,干流水体的黑臭基本消除,两岸绿地逐年增加.
