摘要 本文通过对刑事立案监督的法律依据,范围以及程序等方面进行探讨,提出刑事立案监督的对象不仅是公安机关和检察机关,还应当包括人民法院、监狱和国家安全机关,分析了人民检察院现有的立案监督机构的不足以及人民检察院内部自侦案件的监督主体设置问题,论证了从法律上提供刑事立案监督保障措施的必要性；对刑事立案监督工作中的几个问题进行剖析,提出了完善刑事立案监督机制的几点设想.

Abstract
Through discussing the legal basis,boundaries and procedings of the supervision of the People’s Procuratorate over case filing,this article states that the targets of this procuratorial supervision not only are the public security and procuratorate organs,but also include the people's courts,prisons and the national security organ; it analyses the limitation of the People's Procuratorate's existing supervisory entity and the problems related to its main supervision bodies handling self-investigating cases; it demonstrates legally the neccessities in offering protective measures for the stated supervision; it also analyzes some problems in performing the supervision,and lays out some scenarios that make perfect the supervisory mechanism.
