No one can deny the fact that they want to arrest fugitive suspects quickly,but I think what they did may be counteractive to what they wished.
I don’t believe the proverb so much that all that means well ends well as the proverb that the way to the hell is paved with good intentions.There are huge gaps between what they want to do and what they are able to.To arrest suspects is not something that they can do if they want to,but something that takes time,wisdom,chance and even luck which is beyond one’s control.It’s ridiculous to put up 1000 yuan as guarantee to ensure that they try their hardest to accomplish the arrest and to forfeit the money if they fail to.
The incentive scheme is problematic as well.To arrest the fugitive criminals is where the police’s duty lies,which is undisputable.So incentives are superfluous.
