写论文的摘要要英文的,可是翻了几次都不行,不过不要用在线翻译,所用翻译如下:随着中国市场经济体制的逐步建立,与之相配套社会保障制度的建设也在加速进行.作为社会保障制度中受众最广、变革最大的医疗保障制度的改革和建设,息息相关的影响和改变着中国人民的生活和权益,成为最受瞩目的国家政策,老百姓最为关注的话题.我国的医疗保险制度经过多年的改革和建设,初步建立起了新型的医疗保障险制度体系构框架.本文通过对我国城镇医疗保险发展的研究,从而发现我国医疗保险制度存在的一些问题,其中“看病难,看病贵”尤为严重.主要问题表现为：医疗保险覆盖面偏小；医疗费用上涨过快；药品市场流通混乱；城镇居民异地就医等.我认为想解决这些问题,首先,应该将大学生及非从业人员等特殊人群加入医保范围内,从而扩大医疗保险覆盖面；其次,建立的医疗卫生服务体系和国家基本药物制度,以便控制医疗费用上涨过快,监管药品市场流通混乱问题；最后,实现跨区域的医保联网,使居民异地就医不再困难.只有把问题逐步解决,才能使我国的城镇医疗保险制度的改革更加的完善.

With the gradual development and perfection of China's socialist market economy system, the relevant establishment of social security system has also being accelerated. The system of medical care insurance , as one of the widest and the most massive projects which closely link with the rights of the life of chinese people, is becoming the most concerning national system by the ordinary people. Though the many years of reforamation and establisment, the system of medical care insurance has been basically formed. The chapter set forth its deeper problem with study of system of medical care insurance for urban workers, among which the problem of inadequate and overly expensive medical services are highlighted. The main problem is: the narrow cover across the nation., the soaring price in medicine, the disorder in circulatiing medicine, the difficuties in going for a doctor in other city ..and so on. To solve these problem, I think. At first, to list the univerisity student and unemployee into the program of medicine insurance for extenting the area of employment. Secondly, to bulid up medical and health service system for curbing the ever-growing medicine price as well as the disorder in circulatiing medicine, at last , to realize plan of the network of transregional medical insurance. The reformation of system of medical care insurance could be perfection on sunch progressive solution!
