改革开放以来,我国宏观经济形势良好,服务贸易稳步发展,贸易规模迅速扩大,服务贸易在国民经济中的地位和作用日益突显,中国服务贸易在全球地位快速上升.进入新世纪,中国面临的外部经济环境日益复杂,国民经济发展进入战略转型的关键时期,加快经济结构调整和发展方式转变的要求日益紧迫.《国民经济和社会发展第十一个五年规划纲要》首次专节规定服务贸易发展工作,把发展服务贸易确立为国民经济发展的重要战略内容.各部门、各地区认真组织落实,建立健全服务贸易管理机制,完善服务贸易政策措施,有序推进服务领域对外开放,大力开展服务贸易促进工作,努力扩大服务出口,积极支持服务企业“走出去”.

Since the implementation of reform and opening-up policy,our country's macro-economy has remained good enough,illustrated by steady development of service trade,expanding trade volume,bigger role of service trade in the national economy,and rapid rise of our status in the global service trade.In the new century,China has faced complicated external economic circumstances,with the economy being in the critical period of strategic transition,increasingly emergent task to adjust the economic structure and shift development mode quickly.The national economic and social development of the eleventh five-year plan Outlines(outlines for short) ,for the first time,sets aside a section exclusively to arrange the work to develop the service trade,which has been taken as an strategic part in the nation's economic development.As a result,the government agencies of different levels nationwide are implementing the outline earnestly,setting up and improving the regulating mechanism for service trade,filling up the loopholes of policies and measures of service trade,orderly pushing the opening of service sector,making propaganda for service trade,expanding service export,positively support companies engaging in the service industry to go global.
