1 随着经济服务化程度的加深,服务贸易在国际贸易中的地位越来越突出,已经成为带动世界经济增长的主要力量.近年来,我国服务贸易也有了突飞猛进的发展,尤 其在加入世界贸易组织后,我国更要以《服务贸易总协定》中的主要条款为基点,以国际服务贸易发展现状及发展趋势为背景来研究我国服务贸易竞争力状况及服务 贸易发展中存在的问题,目的在于针对这些实际问题做出有实践意义的对策分析,以提高我国服务贸易的整体竞争力.当前,发达国家依然在国际服务贸易中处于主导地位,其服务贸易的发达程度远远超过发展中国家,它们积极呼唤服务贸易自由化时代的到来,并迫使发展中国家卷 入到服务贸易自由化进程中来.《服务贸易总协定》对加快我国服务业发展,改善和提高服务质量与水平,扩大对外服务贸易带来了新的机遇,同时,也使我们在与 其他国家对比中认识到,我国服务贸易总体水平不高,出口结构不合理,服务人才短缺,贸易管理及立法规范落后,整体竞争力水平不高.所以,我国应加强对国际 协定和规则的研究,在实践中充分利用协定赋予的权利和优惠,并在规则允许的范围内最大限度地保护国内服务业的合法权益.

本文研究了利率市场化的必要性以及利率市场化改革所需的条件,并根据我国经济体制改革的模式,指出我国利率市场化过程中存在的问题.文章还分析了进一步推进利率市场化的难点,在此基础上,提出了相应的解决对策.
利率市场化是金融体制改革的核心问题.在市场经济框架内,无论是对宏观经济运行的调控还是构造微观经济运行机制,均离不开利率手段的调节.自改革以来,货币当局根据金融市场货币供求的变化曾对利率水平和结构进行过多次调整,利率的市场化进程已取得一定程度的进展,但从总体上看,时至今日,我国的利率仍是受官方严格控制的利率,说明现行利率管理体制尚需进一步改革,改革取向是利率市场化,只有如此,才能使市场机制在决定利率水平方面发挥基础性作用.

Along with the economical service degree's deepening,the trade in services is getting more and more prominent in international trade's status,already became leads the world economic growth the main strength.In recent years,our country trade in services also had the development which progresses by leaps and bounds,especially after joining the World Trade Organization,our country must take "Trade in services General agreement" the main provision as a basic point,studies the question which take the international trade in services development present situation and the trend of development as the background our country trade in services competitive power condition and in the trade in services development exists,the goal lies in view of these actual problems makes has the practice significance countermeasure analysis,enhances our country trade in services the overall competitive power.Presently,the developed country is still in the dominant position in the international trade in services,its trade in services's developed degree goes far beyond the developing country,they summon the trade in services liberalization time positively the arrival,and forces the developing country to be involved to the trade in services liberalization advancement."Trade in services General agreement" to sped up our country service industry development,the improvement and the enhancement grade of service and the level,the expansion foreign trade in services has brought the new opportunity,simultaneously,also made us in with other national contrast to realize that our country trade in services aggregate level was not high,the export structure was unreasonable,the service talents were short,the trade management and the legislative standard were backward,the overall competitive power level was not high.Therefore,our country should strengthen to the international agreement and the rule research,in reality fully the right which and the preferential benefit entrusts with using the agreement,and maximum limit the local constable protects the domestic service industry in the rule permission's scope the legitimate rights and interests.
