当前,我国政府正致力于建设服务型政府和建设社会主义和谐社会新阶段.税收是财政收入的主要来源,对于促进社会和谐发展具有举足轻重的作用.对于税务部门来说,如何构建和谐的税收征纳关系,首要的是按照市场经济发展的基本要求“定好位”,即要定好提供高质量的纳税服务这样的“位”.随着税收工作的不断向深层次推进,纳税服务的意义逐渐彰显,必须把优化纳税服务作为改进税收征管工作的重中之重,在税收征管的各环节处处设身处地地为纳税人着想,维护纳税人权利,为纳税人提供高效、便捷的服务,提高纳税人的纳税意识和纳税遵从度,营造诚信纳税的社会氛围.目前,我国各级税务机关对纳税服务做了许多有益的探索和实践,取得了一定的进展,但总的来讲,纳税服务的层次和水平都比较低.如何深化纳税服务理念、创新纳税服务工作已经成为税务部门从“监督管制型”到“管理服务型”过程中的一项重要课题.文章在总结当前纳税服务工作取得成就及存在的不足基础上,着重以新疆国税为例分析了纳税服务工作缺失的深层次原因,并结合实际,对当前的纳税服务工作提出了几点建议.
