建筑企业管理与项目管理的关系是当前我国建筑企业在转机建制过程中遇到的普遍问题.企业管理是高层次的管理,项目管理从属于企业管理,但又有其特性和相对独立性,可是在实际工作中要恰当地处理两者的关系却不是件容易的事,目前,建筑施工企业有的采取承包经营的方式,以包代管,项目经理部相对独立,弱化了企业管理；有的是企业管理高度集权,项目不能成为经营层,其职能是管理层、执行层.上述两种方式哪种更有优势,还是更有科学的办法,是颇有争议和值得探讨的问题.
