昨天下午,记者来到小区.“东湖花园”一期北面和高速公路间,有一片三四百米长的狭长林地,树木茂盛.沿着蜿蜒小路走了一段后,小路两边坡地豁然出现一大片菜地,一垄垄排得相当齐整,有数十垄.
菜园子里,七八个居民正在埋头干活,有浇水栽苗的,有锄草整地的.68岁的严阿姨已有了一块20来平方米的菜园,种了萝卜、芥菜、小白菜等10来个品种,长势不错.严阿姨是奉化人,年轻时务过农.她说,这块菜地是在中秋节前后平整出来的,每天来施肥、浇水,“累是比较累,权当健身了.”
采访中,不时有居民拎着水桶来菜园子干活.新加入“种菜一族”的一位大姐刚给几垄地栽上菜苗.她对记者说,种菜主要是给孩子一个干农活的机会,体验农民的辛苦.
据了解,菜地浇水水源来自东边的一条河,菜园子也是从河边逐步延伸出去,扩展速度相当快,已绵延百余米长,宽度有10来米.种菜居民热情很高.严阿姨说,有的居民一下班就来种菜,要忙到晚上七八时呢.
林地种菜孰是孰非,居民有争议
开垦菜地也招来了反对的声音.小区物业管理处的胡经理告诉记者,菜园开垦至今快3个月了,部分住户投诉,种菜是在毁绿,这片林子本是小区后花园,现在变得农村一样,看了不爽.有时候种菜者燃烧杂草当肥料,污染空气.
对此,种菜的居民反驳,这块林地长年来无人管护,野草丛生,一枝黄花更是泛滥成灾.现在开垦菜园子,只是把野草清除掉了,并没有破坏林地原有的大树,环境比原来好多了.一位居民说,林子里晚上常有一些男女搞不法活动,现在种菜居民进出频繁,“坏人”也来得少了.
胡经理说,曾派物业人员去劝阻过种菜居民,没啥效果,因为菜地在小区外面,物业也不大好管.
随后,记者联系了鄞州区中河街道城管科.该部门一位陈先生介绍,他们此前到现场去看过,菜地种得还比较整齐,没发现砍树行为.因为有高大林木遮挡,菜园子对小区环境和高速公路通行,也没带来可见的不利影响.
陈先生说,这块林地可能是高速公路的绿化隔离带,但据了解,多年来无人管护.这片林地到底归哪个部门管理,需要确认.菜园子何去何从,还需要进一步研究.不过,城管部门提醒种菜的居民,切不可焚烧杂草,以免影响小区内住户的日常生活.（宁波日报 记者余建文 见习记者黄丽娟）
