Not that …but that 意思是 “（这）并不是…而是”,是 it is notthat … but that 的省略.两个 that 是由连词but并列的表语从句,第二个 that 可以省略,that 是后面需要带一个陈述性的句子.例如：

Not that I dislike her,but (that) I have no time.并不是我不喜欢她,而是我没有工夫.
