what 不能引导定语从句,只能引导名词从句
that,which 引导定语从句,从句前一定要有先行词即可修饰的对像(名词,代词等).

主句中accept 后面缺的是宾语,这里由whoever引导的宾语从句来充当,因为引导词whoever在宾语从句中作了主语,所以要用whoever的主格形式.
至于"they thought "你可以把它理解成插入语,忽略不看.如果一定要问为什么?这里"whoever"作了定语从句的先行词,而定语从句引导词在从句中做宾语故省略掉了.总而言之定语从句的引导词已经省略,这里的whoever是宾语从句的引导词,定语从句的先行词)
