金融对支持农业和农村经济发展,发挥着举足轻重的作用.中国农村信用合作社在支农上已经发挥了不可替代的作用,是我国支农的主力军.但是现行农村金融体制还不健全,农村金融体制在行政机构设置,管理体制等方面存在着弊端.在新的历史时期面临着农村金融市场的竞争压力日益增大,农村资金供求失衡,支农信贷风险较高,员工素质偏低、服务观念和手段与其他金融机构相比相对落后等问题.提出了关于农村金融的创新措施,一方面是政府部门对农村金融在体制上改革创新的措施：要加大对农村金融机构的财政拨款、增设新型农业保险组织,提高农业抗风险能力、打造农村金融制度得以创新的良好环境；另一方面是农村金融机构在工作中的改革创新措施：创新工作机制、创新激励措施、创新服务举措；其次要加强农村金融工作中思想政治工作；以便更好地为社会主义新农村建设服务.
