这里he explained 是省略了关系代词的定语从句,因为关系代词在从句中做explained的宾语.意为他说明的这个原因,就是他说出来的这个原因,可以把explain理解为give.整句话意为：这就是他在会议上说明的工作失误的原因?
如果选择why he explained意为他为什么会解释的原因,这个意思就比较牵强了.

再看我这个句子对比一下：他为什么解释的原因是他不想被误会.
