这个句子的语法不懂,
i wound say that there are not 5 percent of the people to understand scientific reasoning.
这里为什么要用to,如果把to 改成用can,为什么不行,读着感觉也很通顺啊

能给上下文吗?这里不能判断作者指的是“不是只有5%的人”还是“不到5%的人”,作者是直言还是反讽需要看上下文语境.
如果单纯是问to和can,那么there be句型之后是不能加句子的,只能加短语.这里的to understand scientific reasoning是对于5% of the people的定语修饰,所以整个结构是一个有后置定语的名词短语.
