My brother was packing while I was having dinner.

可以,因为意思上并没有改变,但是逗号的加入使得句子的层次变得更为清晰.
楼上说“逗号在英语里是没有价值的”,这我并不能苟同,在很多情况下,逗号尤其特殊的功能：比如,非限制性定语从句中,which的前面必须加逗号以表明后面的整个句子是对前面的补充说明,比如：I invited John to my party, which is goning to start at 7:00 PM；而在很多插入语中,也必须采用逗号,比如：
I invited John,who is available that time by the way, to my party, which is going to start at 7:00 PM.
