请问这个句子可改用shall还是will,怎么改?
i hear there is going to be a football game at the children's Home this afternoon.

可以不改,如果要改的话只能用will,即改成：
I hear there will be a football game at the children's Home this afternoon.
will/shall用于一般将来时中,其中shall用于句子主语为第一人称I/we,而will可用于句子主语为任何人称的句子.
此题wil是用在宾语从句的there be句型中的,严格说其主语是后面的a football game,而绝不是主句中的主语I,所以不能用shall.
