As it happens, a razor that is safe in Europe is unlikely to electrocute Americans. So, ask businesses on both sides of the Atlantic, why have two lots of tests where one would do? 1、lots在这里是“一系列”的意思,就是说美国和欧洲两方都做了lots of检测,合一起就是two lots of了.
2、你没有理解will的意思,当一个人用了will的时候,那就意味着这件事情一定会发生,这个词是含有肯定语气的,但是文中所提到的协议不一定就真能达成（其实从后文看是很有可能达不成的）所以就只能用would,用could也是差不多的意思,can是很客观的能不能,不含有任何不确定的成分.所以这不是时态的问题,而是单词含义的问题.
