内容摘要：在保险公司运营过程中,保险费的缴付是极其重要的环节但在我国保险实务中,经常会出现一些问题.本文通过对保险费的定义和缴付方式以及性质的描述,着重分析了保险费缴付与保险合同成立生效以及保险责任承担之间的问题,其中首期保费与续期保费的缴付又是本文研究的主要方向.文章还从我国保险制度的立法与实践分析入手,结合国内外相关理论、立法与实务加以探讨,提出建立暂保承诺制度,在保险人决定是否对要保人的要约做出承诺前,为其提供暂时的保险保护；并解释了投保人怠延缴付首期保险费和续期保险费应承担的法律责任,为解决各种类似保险争议提供了依据,从而保护投保人与保险人双方的利益.
