This emphsis on human psychology and the perceptive observation of psychological factors almost justifies the view that Chinese philosophy in general is a philosophyof human psychology.Moreovere,in the Confucian scheme of things especially,the psyche is held to be sensitive to moral infuences.Hence self-cultivation on an individual basis means coming under the moral force of the great sage-like models,and government at its best is likewise government by moral suasion.The state ideally does not coerce,it leads;the ruler is like the wind,and the people behind to his infuence like the grass.Thus it follows that governmentis of men,not of laws.there is strong distrust of laws as something inviting people to be tricky,bringing out the worst in them;whereas good governors exerting the personal influence of their moral force bring out the best in men.The state,of course,needs some general codes as manifestations of its standards,but administration of government can never be one of rigid enforcement of the laws which,in any case,can never be so meaningful to the people as the good example set by their rulers and governors.A king who must rely on laws and their forceful application is thus by definition morally deficient.Confucianism adopted an antilegalistic,wholly humanistic attitude toward government,thanks to Confucius and to Mencius,who also never had to assume administrative responsibility.Hsun Tzu,who did,tried to maintain the ideal while modifying it to the realities of office.
