语法点：
要区分过去时和完成时的区别.过去时指的是过去发生的事情,并且事情已经结束；完成时着重指的是对现在的影响,并且持续到现在.
（1）A说明到目前为止,这个发电站还在我的家乡存在；B就不一定了,可能存在,也可能现在没有了；（2）同理.
可是,完成时要求动词必须是持续性的,set up（建立）是即时性的动词,无法延续,不能用完成时.
所以,不是怎么解释都能解释的通,这两道题只能选择B.
举例：
I left my hometown 10 years age.
I have been away from my hometown for 10 years.
leave离开,是一个即时性的,而be away from是一个持续的状态.
