社会通过政府行事,规定什么是不合法的,但是尽管战争是人类最暴力的行为,却没有一个政府或者其代理声称战争是违法的.
第一句主语是societies,acting through their governments修饰主语.意思是社会通过政府行事,或者说政府是社会行为的一种表象体现.这个主语不必深究,因为不是解题重点.
