求高手帮忙写一个英文演讲稿,内容是关于 提出一条新法律,suggest a new bill,比如说买东西不交税啊,去各国不再需要签证啊,但不要写关于这两个的,我在加拿大,我比较倾向于写考试那方面的,写的好的话,跪谢~

I am not sure where you live in Canada. However, I live in British Columbia, and if I would write about passing a new bill, I would talk about the advantages of not having HST.
For those who may not know what HST is, Harmonized Sales Tax (HST) is the combination of the federal Goods and Services Tax (GST) and the regional Provincial Sales Tax (PST) raised in Ontario, New Brunswick, Newfoundland and Labrador, British Columbia and Nova Scotia. Basically, when you go shopping in a mall, you need to pay 12% tax to the government on top of your payment. Many Canadian citizens are against the idea of HST.
The12-per-cent HST applies to a massive list of goods and services that were previously not taxed. It hurts families, seniors and low-income people most. The HST and its low-income credit, as currently structured, fail the equity test. The credit largely off-sets the higher HST costs for the poorest British Columbians, but its early and quick phase-out means that many modest and middle income households will be facing higher costs.
I recommend that HST should be removed and British Columbia should maintain the old tax system where GST and PST are separate. In this way, low-income families are able to make a better living. Although I am aware that the Canadian government needs money for further development of education and public services, it should promote to high-income families so they can help with the contribution of the society in the future.
