One famous United States Supreme Court judge of the early 1900s named Oliver Wendell Holmes coined the phrase "the marketplace of ideas" to illustrate how free speech works.Holmes envisioned that a country allowing for all types of free speech would allow the people to decide for themselves what speech was false and what was true.In that marketplace of ideas theoretically truth would win out. Also, the notion of free speech is viewed as indispensable to a democratic government because only through the free exchange of ideas can people truly be able to make an informed decision on who their leaders should be and what policies their country should follow. Now,there can be some limits to free speech as long as they are generally content neutral. For example a local government could say for safety reasons that a group who wants to protest would be limited to a certain area of the town where there was not a lot of traffic.
