That it have to provide the low price tickets to the public,which will bring a dense cash flow obviously,can not allow it to spend to much resource on the service such as free meal in the plane or so on,as the spent on the fixture,which is hardly to reduce,is large.
limited human resources
because it's operation model,which is based on the competitive price,need it to cut a large proportion of cost,it can not offer attractive positions to it's staff,which will evidently weaken it's service quality.
government interference (这个我不是很清楚.)
The fierce competition brought by the budget airline may cause an harmful development in the airline vocation,and the government apt to take effort to forbid the budget airline taking certain actions such as price competition.

It is obvious that the airport like to cooperate with the high-pricing airline company,and the regulation established by the airport can do harm to the operation of those pricing in low price.
