巴方认为,此危机的发生归根到底是在于金融监管不力、国家金融制度有待完善以及西方各强国在政治经济上缺乏应有的互信,这充分的暴露了资本主义制度的不完善性与缺乏人民基础的先天不足.
巴方对于问题的解决,在此提出以下意见：
1.塞浦路斯政府应当注意到本国政府制度的不完善性,导致了个别国家财阀、银行在塞浦路斯的大量金融犯罪,呼吁塞浦路斯政府应当妥善的处理财阀洗钱、避税的行为,没收财阀在塞浦路斯的非法资本,不容许洗钱、避税的现象再发生.
2.敦促塞浦路斯政府妥善处理存款税问题,安抚民心,保证社会稳定.
3.敦促IBM、WB、EU放弃一些两败俱伤的条件,对塞浦路斯政府提供一定的紧急援助,稳定金融市场,确保局势不再恶化.
4.命令塞浦路斯全国的银行一律停业整顿,整饬银行业.
5.对塞浦路斯的破产银行,建议塞浦路斯政府将其收归国有,政府对于经济加强宏观调控.
6.塞浦路斯政府应当适当抵押政府资本,发行债券,稳定政府财政.
7.建议塞浦路斯扩大内需,刺激疲弱的本国经济.
8.对塞浦路斯的海外企业,建议塞浦路斯对其征收国家企业税.
