China's WTO accession process
After the establishment of the WTO,China's GATT talks to join the WTO negotiations.July 11,1995,China formally submitted an application to join the WTO,since from GATT to WTO.In the same year in November,the Chinese Government's request,"China's GATT negotiations on the Working Group" was renamed as "China's accession to the WTO Working Group." The Chinese government according to the actual situation,on many occasions reiterated the WTO's basic position,summed up the following three basic principles:first,according to the rights and obligations and the principle of commitment and their level of economic development compatible obligations; second,to the basis of the Uruguay Round of multilateral agreements,WTO members with the relevant bilateral and multilateral negotiations to determine fair and reasonable terms of accession.Thirdly,as a low-income developing country,China adheres to a developing country WTO,developing countries enjoy the treatment.
In March 1996,the WTO China Working Group at its first formal meeting held in Geneva,the Chinese delegation attended the meeting.At the same time,in order to speed up economic construction and the domestic economy and the world economy the pace of April 1,1996 and October 1,1997,our Government twice a significant reduction in tariff rates,the phasing out a variety of the numerous non-tariff barriers,in April 1998 the seventh meeting of the Working Group of China,the Chinese delegation to the WTO Secretariat has submitted a nearly 6000 categories of tariff schedules.Overall,however,this phase of the working group meetings and bilateral consultations has been slow.
