4.A village council formulates,implements and enforces a land-use plan for its settlement
During the early 1970s,in Chekereni,one of the Ujamaa villages in Kilimanjaro region,village leaders managed to chart out a general
land-use plan for their village.Under the supervision of the Village Chairman,the Village Land Allocation Committee,which is made up of elected village councillors,was able to formulate a broad land-use plan for the village.In their plan,shown below as in Fig.3,the committee decided to separate residential from farming areas and confined farming activities to an area south of the village road where irrigation farming was also practised.Because of possibility to irrigate,farming activities in the southern part of the village could be carried out throughout the year.That land is thus not available for the usual after-harvest grazing.The village committee was convinced that,in order to protect the farms from livestock,they should restrict livestock keeping to the northern part where it was possible to practice rain-fed agriculture and after-harvest grazing.
The Village Committee was also aware that families keeping livestock within their homestead plots required a bigger plot than other families.Out of the five residential clusters established by the committee,one was zoned for livestock keeping families.Homestead plots in that cluster were thus set at one acre,twice as much as the other clusters,in order to provide space for a cowshed and the related activities.By allowing bigger plots,it was also possible for such families to observe some health considerations,such as maintaining certain minimum distances from cow-sheds to houses.
