第一个空的选项：A pass B passed C broken D thought
第2个；A many B little C a lot D much
有点乱见谅~

2.B 现在完成时的被动结构have been done,法律被通过（pass）了.
B 开头有个though表转折,虽然法律通过了,但是在有些地方却实施得很少.
至于if not 和 unless
我是按意思区分的.如果不和除非.
