第一个是强调句.
强调句有由 it is/was.that 构成,通常that 可以省略.eg:it is China (that) I love most.
但是,如果被强调成分是人的话则用 it is /was.who eg:it is she who(whom) I should listen to.
第二个句子是一个定语从句而不是时间状语从句,注意啦!因为先行词是 the year 而且从句中缺少的不是主谓宾而是状语.所以要用when.
另外：在定语从句中that 和when 的区别在于：that在从句中必须要做一定的成分,如主语和宾语（做宾语是可以省略）而when 只能在从句中做时间状语,不能做主语和宾语.换句话说,如果从句中主谓宾齐全的话,我们就不再需要that之类的先行词了,而是需要时间状语when,或者地点状语where等等引导词来引导定语从句.
