Few governments have set out quite so determinedly to make their country attractive to shipping.Singapore is not happy with just capturing the shipping element of the maritime business but wants to be able to provide the whole package lay out as the IMC concept.Although a latecomer,Singapore is gearing up for the fight with other major ship finance hubs,rolling out incentives to ship-owners,ship financiers and investors to encourage the development of ship financing activities in the country.The Maritime Finance Incentive (MFI) Scheme was introduced in the middle of this year where one of the intentions is to create more alternative financing methods for ship-owners and operators.
Special attention is given in this thesis to the emergence of the ship fund concept in Singapore with a study of the first shipping trust in the country.It is believed that the shipping community is receptive to such a fund and more companies can be expected to look into this means of raising capital should the first trust perform well.In this,Singapore faces competition from other well-established ship funds such as the German Kommanditgesellschaft,the Norwegian Kommandittselskap and the Korean Ship Investment Company.A comparison with these shipping funds shows that the Singapore ship funds can be comparable.Future ship funds activities will depend,to a certain extent,how the first shipping trust in Singapore fares.
Furthermore,given that some of these countries are seeing the end of their generous tax provisions for investors of such asset based funds,Singapore may provide a more tax-friendly alternative to ship-owners wanting to tap into the ship fund equity market for their financing needs.
It is clear that more must be done to broaden and deepen the ship finance sector in Singapore.The shipping fund space in Singapore may be relatively young but there is growth potential in this area.Lastly,the development of the ship finance hub must not only focus on the products and services offered but also on building up local expertise in ship finance.
