为什么用seen而不用seeing呢?

句子有问题!
非谓语动词作状语时,要求其逻辑主语与主句主语一致,夲句主句主语为the sense of pride（自豪感）,很明显the sense of pride不是非谓语动词的逻辑主语.不如改为：
Seeing the city,I felt proud of it.
再问：那Weather permitting, we will go travelling 是什么情况呢、？
再答：这是独立主格结构，简单说明。就是逻辑主语与主句主语不能保持一致的时候，在非谓语动词前加上逻辑主语，构成独立主格结构。夲句是这样来的： If weather permits,we'll go travlling.(两个主语不一致）。如果改成：Permitting, we'll go travlling. (违反了非谓语作状语的要求）故： Weather permitting, we'll go travlling.
再问：我们老师说那句也是独立主格，只是我觉得应该用seeing
再答：肯定不是独立主格，因为需由逻辑主语。但改成： The city seen, the sense .....感觉不很好。
