不是用hasn't吗?
还有it is strange that he should say so.
为什么用should?有什么句型吗?
这句He must have finished his homework by now，hasn’t he?
和上面一句为什么用法不同？

那for a long time 不也表示完成时吗

must have done固定的,has单独用的.he has done sth.
反问的时候,表示推测的语法都是用,反问的时候用原来实义动词的时态,固用didn't.
此处的should指的是"竟然",should的另外意思.
by now说明是现在完成时,所以反问用hasn't he.前一句是过去时,所以用didn't he.
