大概是如果第三方要发表的话要经过IEEE同意.
你自己不能投其他期刊但是IEEE可以决定是否可以允许其它期刊发表.
实际上IEEE已收录的论文是不可以再发其他期刊的,但是可以稍作修改后发到IEEE所属相应的期刊上,投稿前注明在哪个会议上发表过.通过率会很大.
