The amount of goods transported by water was constant from 1974 to 1978, where it plateaued for about 20 years before starting to rise gradually again.（来自于雅思小作文8分范文）不理解为什么用where引导,from 1974 to 1978不是时间段吗?
那如果把for 20 years去掉，可以改成when/during which period it plateaued吗
when可以指时间段吗？谢谢！
后边的从句中已经有了时间状语for about 20 years,因此from 1974 to 1978在后边的句子中作地点状语
where=in/on which
