这是一句简单句,主语是the modern city,谓语是consists,宾语是（of） monstrous edifices and （of） dark, narrow streets.

torn by...这里,原来应该是Streets are torn by...意思就是街道饱受出租车、卡车和公交车之苦.（意译就是,街道拥挤、受废气影响）
thronged...by...这里同torn,两者都是修饰streets.
