其他部分都能理解，但是最后一个从句“needed to take full advantage of the Internet”，翻译出来不应该是“需要充分利用互联网”，也就是说翻译不应该是“但这的确意味着你已认识到外国公司对本国能源及通信基础设施建设的重要性，而建设这些，必须充分利用互联网”吗？
为何最后翻译被动了，没有be动词啊？
另外，高手能不能把这句话主干的主谓宾帮忙指出来~谢谢
