这两句where 都是引导的一个定语从句,原则上说都是不能加介词的.但是这两句都省略了where 所指代的名词,原句其实是这样的：

Money should be spent (on places) where it can do the most good to the most people.
这样加上省略的名词,就会发现,where 所引导的定语从句前面是不能加介词的,where=in which,只有which 前可以加.第一句的closer to 可以看成是一个修饰语,这个to 并不是修饰省略的house 的介词.我们所说的不能加介词是不能写成 closer to (the house) in where.,这里的in 是错误的.
