Dear Mr.Liu:
We refer to your bid evaluation report for the above captioned subject,which we received on June 25,2009.we have reviewed the document,and based on the information provided,the Bank has no objection to your recommendation to award the contract to the lowest evaluated,substantially responsive bidder,China National Electric Import and Export corporation,at a contract amount of CNY21,457,026.20 (including spare parts selected for three years’ operation,with CNY915,500.00) in this BER.
We note in your cover letter for submission of the BER,it stated that according to ITB14.3 in Section II Instructions to Bidders of the bidding document,the contract amount shall be increased by 6% for the extension of bid validity sixty days beyond the initial bid validity up to the time of notification of award.However we have not found such increase was considered in Table 11.Proposed Contract Award.Please send us a hard copy of the signed contract with the above 6% increase considered for our review,together with certification that the terms and conditions of the contract do not differ from those on which the bids were invited.
Please ensure that the contract is awarded before the expiration of the validity period of the bid that is recommended for award of contract.Please keep all the other substantially responsive bids valid until the contract has been awarded.
Within two weeks of the date of this letter,please publish information on the award of this contract in UNDB Online and dgMarket,in accordance with the requirements of paragraph 2.60 of the Procurement Guidelines.
