Let me begin this letter by saying “thank you” for providing quality and economically priced
merchandise in a consistent manner throughout our business partnership leading us to our
combined successes.
Business success is not possible without superb manufacturing and transportation
capabilities that move millions of cartons of merchandise efficiently around the world.While
supply chain efficiency is essential to a successful business,it is also vital that the supply
chain is protected from parties who seek to exploit it for illegal purposes.
Therefore,effective January 1,2008 Wal-Mart will implement a risk-based supply chain
security program that uses the U.S.Department of Homeland Security,Customs-Trade
Partnership Against Terrorism (C-TPAT) Program as its foundation.Each supplier is
required to implement risk-based security standards (attached) that correspond to the
supply chain risk level for the country where finished merchandise is packed for shipment to
Wal-Mart.This will ensure that suppliers are applying the right amount of security
resources in accordance with the actual level of risk they are facing.
As a fail-safe mechanism,the program also includes a risk-based security inspection
process that is designed to verify supplier compliance with the program.This means that
Wal-Mart will “trust but verify” program compliance using increasingly stringent levels of
inspection in accordance with country supply chain risk levels.Most factories are required
to complete a supply chain security audit performed by Global Security Verification
(Intertek) every 18-24 months.However,factories operating in a high risk environment
must undergo an audit every 12 months.
Wal-Mart believes supply chain security is every business’s responsibility,and Wal-Mart
takes this subject very seriously.We seek your support in implementing this program and
know that you will understand that Wal-Mart is prepared to not conduct business with those
companies that fail to meet the standards of this new program.

assessment.The following indicates a country’s risk assignment:
• High (Level 1):
