我觉得应该是what is the matter 因为这个是陈述语序,主系表.可是在上海版牛津英语8B教材中第57页写的是 ask sb what the matter is

是 ask sb what is the matter.
正常情况下what引导的宾语从句疑问语序要变成陈述语序,如 She asked what color I liked. 在这个句子中what做了like的宾语.但有一种情况是特殊的就是what在从句中作主语时,疑问语序不变,类似还有 She asks what is wrong with you. I don' know which way to chose. 总之,疑问词在从句中作主语时,保持疑问语序不变.

再答：因为what 在宾语从句中做了主语，what 作主语时，疑问语序保持不变啊。毕竟，教材也有出错的时候啊，而且我上学的时候一些有争议的题经常是不同的参考书有不同的答案而且还有自己的解释但是这个题我上学的时候老师告诉我们就记住这个答案现在我也是英语老师了呵呵查过不少资料应该就是这个。特别记住两个 She asks what is wrong with you.和你问的这个 ask sb. what is the matter
