“Invitation to treat” does not have binding force to the person who is giving it to another person,. E.g. advertisement, price displayed on the shop-window. This is an “invitation” to another person to make an offer to contract. A buyer may make an offer; the seller may reject that offer.
On the contrary, an “offer” must be clearly made and direct approach to another party to contract; it is an expression of willingness to negotiate. Thus, the person make an “offer” is intending to be bound.
