what is britain是一个整体,作为主语,谓语是后面的used第二个谓语是and连接的became.
如果是it的话,is就是谓语了,那后面那个used不就谓语重复了吗?一个句子除非有连词（譬如后面的“and”）否则只能有一个谓语的啊……
