这是初三奥英的几个问题,困惑啊,最近学得好纠结,像浆糊啊.

但我在纠结为什么不能选B呢?

横线中填的是答案.但为什么非要那个had呢?用一般过去时不可以吗?By the end of、by the time之类的时间状语都得用过完吗?
