本题改如何解析好呢? 尤其是AB 选项 ,如何区别这两个能力啊.

1）本题的意思是“人人都得遵守法律,总统也不例外”,换言之,“总统也不能免于其责”.显然,逗号后的部分是整个句子的陪衬性状语,应该用现在分词表示.
2）except 除了介词的用法外,还可以用作动词,意思是“除掉, 免除”,其分词短语 not excepting … 在此处表示的正是“…也不例外”.excepting 也可以看作是由分词转化而来的介词.如果用 not except,从理论上讲前面的逗号应该去掉,但是 except 前用 not 很罕见.
3）but 和 except 在表示“除外”的意思时不同点在于：
* except 既可以用于肯定句,也可以用于否定句,如：
